The national parks annual pass

A personal pass at €13.50 is valid in all five national parks for the calendar year. You need to provide your name and an ID or passport number. It can be bought online, at the park entrances or at the parks agency’s head office in Podgorica.

Is it worth it? Break-even: the pass pays off as soon as your combined tickets exceed €13.50. On the 7-day itinerary with two days in Durmitor, separate tickets cost €18 per person (Lovćen €3, Skadar €5, Durmitor €5 × 2), a saving of €4.50. With only one day in Durmitor, the total is €13 and the pass is not worth it. The mausoleum (€8) is still paid separately. Adding Biogradska (€4) tips the balance.

Car rental

The average price observed in October 2026 is about €26 per 24 h (range €17 to €37), roughly 39% more than in France. Differences between cities are clear: Podgorica and Ulcinj around €15, Budva and Tivat around €21, Kotor around €36, Bar around €48. In season, other sources quote rates from €30 a day. Fuel, insurance and one-way drop-off fees are not detailed: ask the rental company.

Hidden fees. If you rent in Tivat and return in Podgorica for the 7-day itinerary, check the one-way drop-off fees when you book: they can change the total cost of the rental.

Flights

See Getting there: €55 to €320 return observed in 2026 from Paris, up to €350 in July–August at the last minute.

Frequently asked questions

Is Montenegro expensive?
The coast in high season is clearly more expensive than the interior. Budgets observed range from €60 a day for hikers to €150 for a family on the coast, excluding flights.
Is the national parks pass worth it?
Yes, as soon as your combined tickets exceed €13.50, for example with two days in Durmitor or four parks. With Lovćen, Skadar and just one day in Durmitor (€13), it saves nothing.
